The Federal Government has approved the environmental release and open cultivation of ‘Tela’ Maize, a new maize variety developed by researchers at the Institute for Agricultural Research (IAR), Ahmadu Bello University, Zaria.

This was contained in a joint statement issued by Alex Abutu, Communications Officer, African Agricultural Technology Foundation (AATF), West and Central Africa, and Yakubu Dodo, Information Officer, IAR, Zaria in Abuja on Sunday.

The new variety of maize is resistant to armyworm, stem borers, and is also tolerant to moderate drought.

The statement said the approval was contained in a certificate issued to IAR by the National Biosafety Management Agency (NBMA).

“The certificate, dated October 8, 2021, with permit code no. NBMA/CM/003 was issued to IAR for General\Commercial Release of Tela maize, effective from October 8, 2021, to October 5, 2024,” the statement said.

In granting the approval, NBMA considered the advice of the National Biosafety Committee, the National Biosafety Technical Sub-Committee, and the risk management report provided by the applicant.

“The Agency was convinced that there are no known adverse impacts to the conservation and sustainable use of biodiversity, taking into account risk to human health.

“The permit, pursuant to this decision, is without prejudice to other extant legal requirements”, according to the statement.

It stated that the permit authorised the holder and persons covered by the permit to commercialise the Tela maize variety.

Reacting to the decision, Ishiyaku Mohammed, Executive Director, IAR, said it was really inspiring for IAR to secure NBMA’s approval for the commercial release of the drought-tolerant and insect-resistant Tela maize.

“This goes to further highlight IAR’s capacity and commitment to providing effective solutions to agricultural problems facing our farmers and optimizing food security for Nigerians.

“The approval will open the way to combating the devastating effects of both drought and insect pests, through the deployment of this new variety of Maize into our farming system.

“The next step is to further evaluate the performance of this new variety by farmers on their fields, in all the major maize growing belts in Nigeria,” Mohammed said.

He disclosed their intention was to seek another approval by the National variety release committee, before making the seeds commercially available for farmers to plant in the 2023 cropping season.

Canisius Kanangire, AATF Executive Director, said the approval had shown that Nigeria was really the giant leading the way in Africa and ensuring that smallholder farmers benefitted from the technology.

According to him, the approval was a sign that progress had been recorded, especially in the quest to expand the options for smallholder farmers on the continent.

Sylvester Oikeh, AATF Tela maize Project Manager, said this was the beginning of a new era for maize farmers in Nigeria.

Rabiu Adamu, the Tela maize Principal Investigator, also said with the release, the Institute had been permitted to conduct multi-location trials to evaluate the yield and adaptability of the Tela hybrids.

“The highest yielding hybrids exhibiting tolerance to drought and resistance to stem borer and fall armyworm will be released to farmers for cultivation,” Adamu said.

The Tela maize project in Nigeria was part of an international consortium coordinated by AATF, involving Bayer, International Maize and Wheat Improvement Centre (CIMMYT), and the National Agricultural Research Systems of seven countries since 2018.

The countries included Ethiopia, Kenya, Mozambique, Nigeria, South Africa, Tanzania, and Uganda.

Minister to sue Niger speaker over plans to ‘marry off’ 100 girls, says it’s ‘totally unacceptable’

Uju Kennedy-Ohanenye, minister of women affairs, has petitioned the inspector-general of police (IGP) and sought a court injunction to halt the marriage of 100 girls in Niger state.

Abdulmalik Sarkindaji, speaker of the Niger state house of assembly, announced last week that he would sponsor the wedding of 100 girls, some of whom were orphaned by insurgency, as part of his Maringa constituency project.

He said he had procured materials for the event scheduled for May 24, and promised to pay dowries for the bridegrooms.

Following the outcry that trailed the announcement, the speaker explained that he was only financing the wedding — not forcing the girls into marriage.

However, Kennedy-Ohanenye said the plan is unacceptable, and that the future of the girls should be a priority.

Speaking to journalists in Abuja on Monday, the minister said a thorough investigation into the circumstances surrounding the issue will be carried out.

She said the ministry will take responsibility for the girls’ education and vocational training.

“I want to let the honorable speaker of house in Niger state know that this is totally unacceptable by Federal Minister Of Women Affairs and by the government,” Kennedy-Ohanenye said.

“Because there is something called the Child’s Right Act and I said it from the onset, that is no more business as usual.

“These children must be considered, their future must be considered, the future of the children to come out of their marriage must be considered.

“So I have gone to court. I have written him a letter and written a petition to the IG of police.

“And I have filed for injunction to stop him from whatever he is planning to do on the 24th, until a thorough investigation is carried out on those girls, find out whether they gave their consent, their ages, find out the people marrying them.

“As the speaker did not think about empowering these women or sending them to school or giving them some kind of training support financially.

“The women affairs have decided to take it up and we are going to educate the children.

“Those that do not want to go to school, we will train them in a skill, empower them with sustainable empowerment machines to enable that child build his or her life and make up her mind who and when to get married.

“If for any reason the speaker tries to do contrary to what I have just mentioned, there will be a serious legal battle between him and the Federal Ministry of Women Affairs.”

The minister added that based on the Child Rights Act, every child belongs to the state, hence the rights of every child will be protected from harm and violence.
