NDLEA arrests wanted kingpin with ‘N1.4bn illicit drugs’ after 17 years on the run

Buba Marwa, the chairman of the National Drug Law Enforcement Agency (NDLEA), says operatives of the anti-narcotics agency have arrested a suspected drug baron who has been on the run for 17 years.

Speaking at a press conference at the NDLEA headquarters in Abuja, Marwa said the 59-year-old Ogbonnaya Kevin Jeff was arrested at his hideout in the Ojo area of Lagos.

The NDLEA boss said operatives of the special operations unit had been on the trail of Ogbonnaya following an Interpol red notice against him and information from the National Intelligence Service of South Korea.

“The major development that warranted this special briefing pertains to the arrest of a drug lord who’s wanted across the world as the leader of an international drug trafficking organisation,” he said.

“I am therefore pleased to announce this significant breakthrough in our efforts to dismantle drug trafficking syndicates operating within the country.

“As we have said four years ago when we began the reform of the National Drug Law Enforcement Agency (NDLEA), our prime targets are drug barons and other important figures that organise drug trafficking rings.

“On Wednesday, 12th February 2025, we achieved that objective in the successful arrest of Ogbonnaya Kevin Jeff, a 59-year-old drug baron.

“The suspect was arrested at his hideout at No. 3, Ibukunoluwa Taiwo Close, off LASU Road, Lagos. He has been under NDLEA investigation before his arrest.

“As a result, we have comprehensive intelligence on his activities, and incontrovertible facts that he is a notorious drug lord who recruited young Nigerians as couriers to smuggle illicit substances into the Republic of Korea (South Korea).

“Our records reveal that many Nigerians apprehended outside the country for drug-related offences were linked to him. Furthermore, we have established that he laundered drug proceeds through the importation of electronics and other goods.

“Following his arrest, a search of his residence led to the recovery of multiple Nigerian international passports belonging to different individuals, many of which contained Korean visas. Additionally, we recovered some illicit substances in a storehouse at the back of his house.”

Marwa said “Ogbonnaya Kevin Jeff is not a typical domestic drug baron,” but “an international trafficker operating both from Nigeria and abroad.”

“His dossier indicates that he served a one-year prison sentence in the Republic of Korea in 2007 and was deported to Nigeria in 2008,” he said.

“Despite this, he continued his illicit trade, remaining actively involved in drug trafficking operations to the Far East.

“Presently, he is wanted in the Republic of Korea for multiple drug trafficking offences in collaboration with his accomplices.

“An INTERPOL Red Notice was issued for his arrest and extradition to the country for offences committed between 2023 and 2024.”

He added that a series of interdictions has shown that Jeff is the ringleader of a drug trafficking organisation responsible for smuggling narcotics into the People’s Republic of Korea.

Marwa noted that he has been orchestrating operations remotely by giving instructions to drug mules and domestic suppliers who are members of his syndicate spread across Cameroon, Ghana, Burkina Faso, Liberia and other East and Southern African countries.

He further gave insights into what investigations had unearthed about Ogbonnaya’s illicit trade activities.

“On 5th October 2023, at a location in Burkina Faso, the suspect dispatched 6,051.06 grams of skunk, concealed in dried chillies and jujube, to a Korean, Kim Dong Wook at a designated address in Jinju City, Gyeongsangnam-do, South Korea. The package arrived at Incheon Airport on 19th October 2023 at 07:20 am via Air France,” he said.

“Investigation reveals that while residing in Nigeria, he directed his drug couriers, Santa Elizabeth Pieterse and Carl Yohan Stephan Brisman, to smuggle a total of five kilograms of methamphetamine into South Korea via overseas flights, between December 2023 and April 2024. In recent time alone, he has sent illicit drugs worth over N1.4billion in street value to South Korea,” he said.

“Ogbonnoya maintains another domestic carrier, identified as ‘Asa’, who delivers for him drug consignments to a warehouse operated by Okori Emmanuel, a Nigerian who is his supply manager in South Korea.

“As of now, two arrest warrants have been issued against Ogbonnaya by the Seoul Central District Court in January and June 2024.

“These warrants charge him with importing narcotic drugs in violation of Article 3-7 of South Korea’s Narcotics Control Act, an offence punishable by a maximum sentence of life imprisonment.”

Marwa assured of NDLEA’s commitment to ensuring that Nigeria does not serve as a base for international drug trafficking operations.

“We will continue our relentless fight against illicit drug networks and their financiers, in line with our mandate to safeguard public health and national security,” he said.

“The arrest of Ogbonnaya is therefore an affirmation of our resolve to work with our international partners to ensure no drug baron finds Nigeria a comfort zone to distribute illicit substances within the country or traffic them to other countries.”

The Lagos State Police Command says its operatives have uncovered two warehouses allegedly used for repackaging counterfeit pharmaceutical products and arrested two suspected members of a syndicate involved in the interstate and cross-border distribution of fake drugs.

Fatai Tijani, the Commissioner of Police, Lagos State Command,  disclosed this on Monday while briefing newsmen at the command’s Violent Crime Response Unit in the Ijora Olopa area of the state.

The suspects, identified as Eze Okwudilichukwu, 52, and Chukwudi Mba, 42, were arrested during an intelligence-led operation by detectives attached to the unit.

The police boss said the suspects were apprehended at a warehouse located at Number 7A Otto Causeway, Otto, Lagos, where they were allegedly repackaging suspected adulterated pharmaceutical products for distribution to various parts of Nigeria.

He said the operation followed credible intelligence on the activities of the syndicate.

According to the police commissioner, “The suspects, Eze Okwudilichukwu ‘m’ 52 years, and Chukwudi Mba ‘m’ 42 years, were arrested at their warehouse located at No. 7A Otto Causeway, Otto, Lagos, where they were found repackaging suspected adulterated pharmaceutical products for distribution to different parts of Nigeria.

“Following their arrest and interrogation, the suspects led detectives to another warehouse, where a duly executed search warrant was carried out. During the search, a truck loaded with large quantities of suspected adulterated pharmaceutical products, bearing registration number KFR 241 XA (Katsina), was recovered alongside other exhibits.”

The police boss said items recovered during the operation included about 300 cartons of suspected adulterated Omeprazole; six bags containing unpackaged suspected adulterated Viagra, Ampiclox, Septrin, Piriton, and other pharmaceutical products; and about 10 cartons of suspected adulterated Ampiclox, Viagra, and other drugs.

The CP noted that more than 300 empty printed packs and cartons were used to repackage counterfeit medicines.

According to him, preliminary investigations revealed that the syndicate had been involved in the repackaging and distribution of suspected adulterated drugs for over two years.

He added that detectives uncovered evidence suggesting that the products were supplied to different parts of Nigeria, while large consignments were also destined for Lomé, Togo, indicating the existence of a transnational distribution network.

“The investigation also suggests that the suspected adulterated drugs are being manufactured somewhere within Lagos State.

“While the production facility has not yet been located, detectives have intensified efforts to identify and dismantle the factory, arrest all those connected with the operation, and bring them to justice,” Fatai said.

The commissioner also alleged that attempts were made to compromise the investigation after the suspects were arrested.

“It is pertinent to state that since the arrest of the suspects, desperate attempts have been made through different channels to induce officers of the Violent Crime Response Unit to release both the suspects and the recovered exhibits.

“I wish to categorically state that these attempts were firmly resisted. The Lagos State Police Command remains committed to professionalism, integrity, and the rule of law, and no amount of pressure or inducement will derail the course of justice,” he added.

Tijani said the suspects, recovered exhibits, and case file had been handed over to the National Agency for Food and Drug Administration and Control for further investigation and possible prosecution.

He explained that the handover was necessary because the case falls within the regulatory mandate of the agency.

The CP commended operatives of the Violent Crime Response Unit for what he described as a professional and intelligence-driven operation while urging members of the public to provide useful information on the manufacture and distribution of counterfeit pharmaceutical products and other criminal activities.

According to Babafemi, one of the consignments involved cocaine concealed inside a traditional wooden mortar, a local tool commonly used for pounding yam and grains, which was being shipped to China.

The agency added that another cocaine shipment destined for Italy was discovered concealed in the false bottom of a backpack hidden among lace materials.

He wrote, “Mortar is a traditional local wooden tool commonly used for pounding yams or grains but was used to conceal cocaine consignment heading to China in one of the latest seizures by #ndlea_nigeria officers who also discovered another shipment of cocaine going to Italy in the false bottom of a backpack hidden in lace materials.
