Buhari’s ex-ministers pressure Keyamo over aviation sector probe

Published

Many feathers were expectedly ruffled when Festus Keyamo, minister of aviation and aerospace development, announced that the Economic and Financial Crimes Commission (EFCC) had started investigating the controversial Nigeria Air deal, many feathers were expectedly ruffled.

“First of all, I have said it before and I will still say it. It was not a deal that was good for Nigeria in the long run,” the minister had told Channels TV.

“The whole composition and totality of that deal was merely Ethiopian Air flying the Nigerian flag. It was not a national carrier. Two things. A flag carrier is different from a national carrier.

“So while we were being told that a national carrier was coming, it was not a national carrier, it was a foreign airline trying to fly the Nigerian flag.

“The EFCC is investigating that deal. There is a criminal investigation going on. I have called for the report.”

A minister in the Muhammadu Buhari administration who declined to be named for confidential reasons, told TheCable that some fellow former ministers subsequently convened a virtual meeting and asked that Keyamo be called to order.

According to TheCable, the insider said: “We felt that Keyamo was part of the Muhammadu Buhari administration and should, for whatever it is worth, not be seen to be probing a former colleague. All the former ministers have a WhatsApp, which is usually for social events and catching up, so we mandated one of us to call out Keyamo.”

Keyamo, a senior lawyer, is the only surviving minister from the Buhari era.

The insider said a fellow former minister then posted in the WhatsApp group: “Keyamo, you owe us an explanation for this interview you granted to Channels TV.”

“Luckily for him,” the insider further told TheCable, “he didn’t respond… we were prepared to confront him. He should not be doing this to a former colleague.”

The Nigeria Air deal was sealed by Hadi Sirika, Keyamo’s predecessor, on behalf of the Nigerian government.

On May 26, 2023, a plane purportedly belonging to Nigeria Air, the proposed national carrier, landed at the Nnamdi Azikiwe International Airport, Abuja.

Two days prior, Sirika had said that an aircraft belonging to Nigeria Air would arrive in the country ahead of the commencement of operations.

However, on August 31, 2023, Keyamo announced the suspension of Nigeria Air.

‘TIP OF THE ICEBERG’

Given recent events, there are indications that the Nigeria Air project is just one of many being probed by the anti-graft commission.

On Monday, the commission quizzed Sirika’s brother over an alleged payment of N8 billion to his account.

Abubakar Ahmad Sirika allegedly got a number of contracts from the aviation ministry while his brother was minister.

About N3.2 billion was allegedly traced to Engirios Nigeria Limited, owned by Abubakar, who is said to be a Level-16 officer in the ministry of water resources.

He is listed as the company’s managing director and CEO, according to the report, which also said he is the sole signatory to the two accounts linked to the firm with two banks.

The four contracts the ex-minister awarded to his brother, as reported, are: construction of the terminal building at Katsina airport for N1,345,586,500.00); fire truck maintenance and refurbishment centre at Katsina airport  for N3, 811,497,685.00); procurement and installation of elevators, air conditioners and power generator house in Aviation House, Abuja for N615,195,275.000); and procurement of Magnus Aircraft and simulator for Nigerian College of Aviation Technology, Zaria, for N2, 296,897, 404.00.

KEYAMO REJIGS AVIATION AGENCIES

A week to the end of Buhari’s tenure in May 2023, Sirika fired and replaced 33 directors in the aviation agencies and appointed new chief executives.

Insiders said that the move was in expectation that he would be retained as minister by incoming President Bola Tinubu.

“The calculation from our side is that Tinubu would naturally ask Buhari to nominate the minister, or one of the ministers, from Katsina, his home state,” another insider said.

“He did. Just before inauguration, he had a meeting with Buhari and asked for his candidate. To our surprise, Buhari said Tinubu should feel free to nominate anybody.”

This was a first blow to Sirika, the insider said, as he did not expect that Buhari would not make a case for him.

They had been associates for decades and Sirika was the only senator elected on the platform of the Congress for Progressive Change (CPC), Buhari’s party, in 2011.

When Keyamo assumed office, Sirika’s last-minute appointees allegedly refused to cooperate with him.

“They began to hide files from Keyamo, so there were many things going on that he did not have access to. Their loyalty was to Sirika,” a presidency official was said to have told TheCable while explaining why Tinubu decided to fire the 33 directors and appoint new chiefs for the agencies.

“That was how several things started coming out, including the N8 billion contract awards. If Sirika had been retained as minister, as he had hoped, all these things would have remained buried.”

Many self-funding proposals that were submitted to Sirika which he did not approve are said to be receiving attention from Keyamo.

The goals of Correctional centres, otherwise known as Prison , are to strike a balance between punishment, rehabilitation and public safety while preparing inmates for a productive life after release.

But in Nigeria , these goals may have suffered severe set back as most inmates rather than being transformed into a better version of themselves, return back to the society hardened than they were before going to jail.

This was the case of a suspected leader of a kidnap gang arrested by the Rivers State Police Command under the watch of CP Olatunji Disu.

The suspect, Gift Ogbo (39), who is receiving treatment in the hospital, from injuries sustained during a botched kidnap operation , disclosed that he formed his gang while serving his 11 years jail term for a murder case.

Ogbo, who said he had never been to a classroom since birth, recalled how he roamed his village in Ndele, Emohua Local Government Area of Rivers State, during school hours, searching for opportunities to pilfer.

Due to his alleged villainous disposition, he was nick named ‘Akwa Ndele’, with parts of his body designed with bold scars.

Arrest

It was gathered that on March 29, 2024, Ogbo, led three members of his gang on a kidnap mission, in their operational tricycle, on Nkpolu road.

They reportedly intercepted a white Mercedes-Benz ML 350 4matic , parked on the road, with two occupants in the driver and passenger seats.

But in an act of rare bravery, the driver of the Mercedes who attempted to reverse and escape, hit a wall .
He reportedly drove menacingly towards two suspected members of the gang that stood in front of the car ,and ran over them.

The two suspects were Ogbo and another member, identified simply as Oyi-Baba, who were the gang’s muscle men. They were abandoned at the scene by their fleeing colleagues.

A mob was said to have descended on them and was at the verge of setting them ablaze when a Rapid Response Team that was contacted arrived the scene.

From the hospital bed, Ogbo, said, “ In 2012, I attacked one of my uncles during an argument over a parcel of land and he died in the process.

I was arrested and charged for murder. While serving my 11 years hail term, I made friends with some inmates.

“Upon my release in December 2023, I returned to Ndele and rallied two old friends, Gift Kpanuku, aka Oyi-Baba and one Sunny, aka Onye-meme.

”We teamed up with two released members of the gang I formed in prison: Isaac and Ugo and immediately devised a plan to start a kidnap-for-ransom gang.

“ We stole from residents of Ndele to raise money for arms. We raised 370,000 and used it to purchase two locally made shot guns in Akwa-Ibom from Smart, a gunrunner I also met in prison.

Operations

“ We went on the first mission on March 13, 2024, at about 8.45 p.m. We snatched a red Mazda 323 from a local taxi driver to use as operational vehicle. On that same evening, we met a man and his wife who parked their car in front of a doctor’s office at Nkpolu. We ordered them out of their Volkswagen Touareg, pushed them into the back seat of the car and drove off with them, abandoning the stolen Mazda.

The Rivers state Police command says four people and over 70 vehicles were burnt in Friday’s fuel tanker explosion in the state.

The explosion occurred along Eleme section of the East-West Road in the state at about 7:30 p.m.

SP Grace Iringe-Koko, spokesman of command, who confirmed the sad incident in Port Harcourt on Saturday, said that the tragedy occurred following a collision between a heavy-duty truck and a petrol-laden tanker.

At the scene of the accident, there were seveal burnt vehicles and charred bodies of victims on the road.

The incident happened a few metres from the Indorama Petrochemical Company and roughly 10 kilometres from the Port Harcourt Refinery.

There was an extensive gridlock stretching over five kilometres on the road under reconstruction as part of the N200 billion Ring Road project by the Rivers Government.

State government trucks, accompanied by police and Federal Road Safety Commission officials, were seen evacuating the burnt vehicles to facilitate traffic flow.

An eyewitness, Onyeka Ubani, who narrowly escaped the explosion, said that while transporting passengers on his newly acquired tricycle (Keke), they heard a deafening sound ahead of them.

“The loud sound was followed by a massive fireball, causing everyone to flee for safety.

“We managed to escape, but unfortunately, my Keke caught fire in the process.

“I thank God for my life, but I am at a loss about what to do with my life now, having recently purchased this Keke,” a distraught Ubani said.

Another eyewitness, David Jumbo, said that he was returning home from work around the Akpajo axis of the East-West Road when the incident occurred.

He narrated that after the explosion, vehicles and victims were caught by fire, which stretched over 200 metres.

“It happened so quickly that it could be likened to scenes from Hollywood movies.

“While I was fleeing for safety, I saw a pregnant woman struggling to exit one of the commercial vehicles.

“Unfortunately, when I returned this morning, I found the deceased pregnant woman trapped in the bus as she tried to escape,” he recounted.

Jumbo attributed the accident to the recklessness of truck drivers, who disregarded road warnings despite the ongoing road construction.

Gov. Siminalayi Fubara of Rivers, who visited the accident scene, described it as tragic and sad.

He urged motorists to always exercise caution while on the road.

“This incident is not a pleasant one, we recorded a huge number of vehicles destroyed and lives lost.

“I have already asked the relevant agencies to brief us on how we can support the bereaved families to mitigate their losses.

“This incident would have been avoided if the motorists had adhered to proper conduct. People should ply this road with caution,” Fubara said.
